(1) Win-win politics turns a battlefield into national unification and resolving land disputes
I am honored and happy to join in the celebration of the great achievements in the Boeung Jung Ruk Techo win-win development area […] the initial stage of the win-win politics was to transform a battlefield into a place of unification. Now the other part of the win-win politics is to resolve land disputes […] I thank the people of Boeung Jung Ruk who have given their trust in the leadership of the Samdech Techo through voting for the Cambodian People’s Party and for the efforts of the Cambodian People’s Party to help the people in all circumstances […] in one month time, December 29, we will celebrate the 26th anniversary of the national Peace Day, which the Royal Government issued a sub-decree last year making December 29, 2024, a holiday, because we have designated December 29, 1998, as the day Samdech Techo’s win-win politics ended the chronic war in Cambodia […]
(2) The win-win politics ended the war and unifies the entire country under one government for 26 years
The win-win politics initiated and formulated by Samdech Techo, which ended the war which had been on and off for the last 500 years, has two special characteristics […] firstly, it ended the war and unified the territory. We do not have secessionist areas like before […] we do not have areas that are not under the control of one government. The whole country is united, and connected. Secondly, for the last 26 years […] it is a time when peace can last the longest […] While hosting the Ottawa Treaty Forum, opposing anti-personal mines, many foreign guests were interested in finding out “why Cambodia could sustain the ending of war?” It was not just a mere ceasefire, which in a few-year time, they resort to fighting again […]
(3) Seven million land titles distributed, an additional 3.5 million more to complete
Though we stopped fighting (in the war), but there are still land disputes […] the participation of our citizens, both those who have been given ownership and those who have to claim new ones, however, resolve it in a win-win way. There have been those who instigate from behind, trying to stir this into a problem […] but the citizens have sidestepped them and together resolved it […] now there are people shouting from outside that s/he will be creating a resistance movement, calling on the people to rise up and rebel. I urge that people continue to believe in the government. Let’s work together to build our village even better […] the infrastructure here, at the village level, is much nicer than even the district […]
However, without peace, the village, including all the people, is going to be destroyed. At present, the village has grown from being a forest into a (developed village) […] let us expedite (issuing title deeds). In the previous term, we measured and registered 7.7 million land parcels, and distributed 7 million land titles to the people. This term, we have measured an additional 3.5 million. I have urged the work to be ready quickly from the beginning of the term […] I have advised and approve the increase of the total (staff) to more than 5,000 people to measure and determine regulations in order to reach the issuance of title deeds […] we have also earmarked a budget of USD 100 million for this work to reach the completion […]
(4) Land title deeds help end disputes and provide opportunities for owners of real property
In the future, the issuance of these title deeds will not only help end disputes but also provide opportunities for each owner, which is called real property. Land without title is dead property, no one dares to use it, no one dares to recognize it […] for people who are truly landless, the Royal Government has prepared related land policies […] in 1991 and 1992, when people came from the (refugees camp at the Cambodian-Thai) border, we distributed land (to them once). Now we have a mechanism jointly operated by the Ministry of Lands Management, Urban Planning and Construction with the provinces. People who are truly landless, we have social land concessions program […] and soon, we will launch a program called “providing land for the sake of forest protection” for people who are truly landless […]
After all, the state land is the people’s common land/property. The state is not the owner of the land, but has the duty to protect this land and forest for the people in the whole country. Citizens who are truly in need, we will examine the possibilities according to a clear and transparent mechanism. I appeal to the citizens to understand that the state has no policy of harming the people or taking over the people’s land, only to distribute it (to the people), but they should follow the procedures in place […] the same is true for the program that we are building houses for veterans, wherever we resolve the land issue at the border and build roads, we will distribute land to them and build them houses […]
(5) The Boeung Jung Ruk formula provides justice to the people peacefully and maintains social order
They say that the government is harming the people in Boeung Jung Ruk. They poison the people’s mind and have tried to prevent the government from coming in […] if they continue to believe those bad people, the case at hand will not be resolved. All parties involved, however, have turned in to work with the authorities and Samdech Techo’s representatives […] we are studying the Boeung Jung Ruk formula, which implemented the principles of providing justice to both the state and the people, resolving it peacefully, and maintaining social order […] the fragility in the period after the end of the 1998 war occurred due to misunderstandings […] it can be compared to the recent event (last August 18), when they wanted to incite the CLV-DTA incident to cause people’s misunderstanding and resorting to demonstration in Phnom Penh […] however, most people did not believe them and joined in the government’s mechanism to work together for the solution […] so that the country can maintain stability. This conflict between people and people is the first step towards the breakdown of national unity […] but we have been able to reach the final solution to keep peace, both physically and mentally […]
(6) The key to success in turning the former war zones into development is the people’s participation with the government
The rebel leaders abroad said they no longer recognize the election because they would never win against the Cambodian People’s Party. They have resorted to creating a movement in which some assigned themselves as prime minister abroad alone […] it was unlike the win-win politics that when we ended the war, all parties, whether the Khmer Rouge or the government, get the benefits such as guaranteeing life, roles, and property, and we have been able to even distribute land […] the key to success in solving this problem, and the same is true in solving other issues in other places across the country, turning the former war zones, places with nothing, places without development but mines, into (development) is the participation of the people with the government. People are giving trust to the democratic system by electing leaders with clear policies, jointly protecting and trusting the peace and development of the country, led by the Cambodian People’s Party […]
(7) The instigators do not care whether it is true or false, as long as the people lose trust in the government
Last night, I saw an elderly lady politician inviting people to discuss an island issue. She seems to have claimed to be an expert in everything. She would invite Mr. Um Sam An to make a lecture on the border issue. We may remember that this person used to forge and was imprisoned for forging border documents […] untrue matter can only be presented by the one who would say those falsehoods, without fear of being sinful. They don’t care whether they are true or false. What they want is to make the people lose trust in the government. They would find whatever topic that affects national interests, so they distort the truth, and stir up internal conflicts among our people […]
(8) Resolving border issues, protecting national sovereignty, developing villages and communes, creating development areas, and clearing mines
I am calling on our brothers and sisters in every village, across the country, people from Boeung Jung Ruk, to study our history clearly, study the real facts […] and do not be easily induced by unfounded incitement, especially believing in those who have been lying […] we develop the border area to strengthen and protect our sovereignty and borders. The government is concerned all the time. The government must be responsible for resolving border issues, protecting national sovereignty, developing villages and communes for people along the border, creating development areas along the border, and clearing mines so that people can live there […]
(9) The key factors for maintaining development are national unity and peace
I call on you to continue to work together to maintain the key factors, namely national unity and peace, that enable this development in Cambodia. Let us work together with the government, trust the government, continue to help develop the country, improve the lives of citizens, and protect the integrity of the territory everywhere, whether on land or in water. Please do not join the call that inspires citizens to do anything that destroys peace […] it is better to wake up and get yourself ready to work for a better life that to wake up and gather this and that to burn down schools. That is not the right thing to do […]
Those people (in the opposition) are cursing us […] regarding the (border infrastructure) budget, for which the people had participated […] the size of the budget as to who contributed how much is not important. The participation itself shows the spirit. We are responsible for that […] the budget that we had raised is nearly 27 million US dollars, and we plan to use it to build three sections of road, a total of 250 kilometers, along the border […] I would like to thank the people across the country for this patriotic spirit. Nationalism, patriotism means that we must come together to protect the nation and build positive achievements for the nation […]
(10) Build a school, provide teacher’s frameworks, and rebuild a market
Now, let’s talk about further construction (and other things) […] people are asking for a building – two floors and 12 classrooms. I approved the request […] and HE Kheng Samet (of the military engineering corps), please help fulfil this request […] I agree to providing a framework for the eleven teachers needed […] and with regard the Boeung Chhouk market that burned down earlier this month […] I have decided that the state will restore the market so that everyone can get back to doing business […] firstly, it will be taken back (from the private investor) to the state […] which gives traders the right to inherit their children for life […] secondly, for the 25 tenants on the first floor having had their shops and goods burned down […] we will provide stalls in the back of the market […] and for the other tenants on the ground floor whose businesses do not get burn down, the provincial authority may need to discuss with the traders to find out how we can help them and make their suggestions know to me […]
These are what the Royal Government can do/offer to thank the people everywhere who have given their trust, support, and confidence in the leadership of the Cambodian People’s Party, especially in the leadership of Samdech Techo. As the successor, I am also committed that as long as the people continue to give their trust and support, the Cambodian People’s Party will have nothing but further commitment to repay the gratitude, maintaining peace, stability, and development for the benefit of the people everywhere […]./.
